The findings show that the level of appropriateness of the MBI program in rural primary school in Kelantan is at moderate level. This study involves the use of descriptive analysis to see the level of appropriateness of the MBI program in rural low school in Kelantan. The form was randomly distributed to rural primary school teachers involving 149 teachers as samples for this study. This quantitative study involves the use of questionnaires using the Double Layer Rubrics instrument. 2/2012 which is in effect in the Outcome Based Budget (OBB). It is important to conduct this study, so the program can be implemented parallel with the Treasury Bill's instructions. This study was conducted to assess the level of input appropriateness in the implementation of the English Strengthening Program (MBI) in rural primary school in Kelantan.
